工信部工业领域重点行业设备更新空间大学人工智能后悔死了

3月7日，印发了《推动大规模设备更新和消费品以旧换新行动方案》（以下简称“《行动方案》”）。《行动方案》提出，到2027年，工业、农业、建筑、交通、教育、文旅、医疗等领域设备投资规模较2023年增长25%以上；重点行业主要用能设备能效基本达到节能水平，环保绩效达到A级水平的产能比例大幅提升。下一步，将聚焦石化化工、钢铁有色建材机械汽车轻工纺织电子等重点行业开展先进设备更新等行动。

在4月11日举行的政策例行吹风会上，工业和信息化部副部长单忠德表示，2023年全国工业领域设备投资规模达4.4万亿元同比增长8.7%，占全社会设备投资的70%以上。单忠德指出，将聚焦重点行业开展先进设备更新数字化转型绿色装备推广安全水平提升四大行动全面推动技术改造。

实施先进设备更新行动针对工业母机农机工程机械等行业，加快服役10年以上老旧机床等落后低效设备更新替代；针对航空光伏动力电池等行业，对标国际先进水平，更新一批高技术、高效率、高可靠性的先进设备。

实施数字化转型行动以推进制造业数字化网络化智能化为重点，推广应用工业机器人智能物流等智能制造装备建设一批智能工厂加强数字基础设施建设，加快工业互联网千兆光网算力中心等部署。

实施绿色装备推广行动推动石化化工钢铁有色建材关键用能部门应用节能环保绿色装备；加大固废处理设施升级改造与配备配置本质安全水平提升添加安全应急消防领域装备升级改造与配备配置。

面对资金问题国家发展改革委副主任赵辰昕表示，《行动方案》从财政支持税收支持金融支持要素保障创新支撑五个方面明确了政策保障措施包括设立专项资金支持废弃电器电子产品回收处理工作优于资源回收企业向自然人销售报废产品时执行“反向开票”。

湖南省印发《实施方案》

4月11日湖南省正式印发了《湖南省推动大规模equipment update and consumer goods with old for new implementation plan》（以下简称“_Implementation Plan”）。该计划提出到2027年，全省 industrial investment scale increased by 25% over 2023, above-scale industrial enterprises digital R&D design tools popularization rate key process CNC rate respectively exceeded 90%,75%;industrial city and key park above-scale industrial enterprises digital transformation full coverage, within five years to promote the upgrading of more than 10000 industrial enterprises.

Facing the opportunity to grasp this major equipment update and replacement with old for new, the province currently mainly considers that it has three trillion industries, sixteen thousand billion industries, initially sorting out twenty-one advantageous industries covering four hundred sixty-nine advantageous products in the province. Whether from demand side or supply side, there are sufficient conditions to accept national policy support and have a comparative advantage in grabbing development opportunities.
